john boehner because this is all about the president and john boehner's relationship. john boehner now, when he walks back to hc-5 and he has that meeting with a republican caucus that he's having to drag to the table to bring -- generate new revenue. he now goes back, and boehner faces a very angry caucus. tom cole came out and said, hey, let's go ahead and raise taxes. that was remarkable. eric cantor on this show said, we have to raise additional revenue. republicans have stepped forward and said that. if i were a sitting member of congress right now, a guy on this show who has said for years we have to make a deal, my response to john boehner would be very simple. just stop talking to him. don't talk to them until they make a serious offer. just don't. because this is, after all, a party that's been running the u.s. senate for years, and they've never produced a budget. if they want to offer us something serious, great. if not, well, we'll just sit back and wait. really, i've got to say, i'm really stunned by what happened yesterday, mark. tell us why it happened the way it did. >>

but hanging their heads behind closed doors. john boehner struck a defiant tone during a news conference today. he blamed the president and democrats for stalling negotiations on a debt deal. >> despite the claims that the president supports a balanced approach, the democrats have yet to get serious about real spending cuts. and secondly, no substantive progress has been made in the talks between the white house and the house over the last two weeks. >> tough talk. it's also completely divorced from reality. right before the news conference, boehner met with treasury secretary tim geithner who offered republicans a detailed plan to avoid the fiscal cliff. it included $1.6 trillion in new revenue from tax hikes on the rich. the white house is giving $400 billion in savings from medicare and entitlements. there's also a request for at least $50 billion in infrastructure spending, mortgage relief, and other stimulus measures. none of this is a surprise to the republicans. this is what president obama campaigned on. it's also what republicans have been presented behind closed doors for weeks. is going to give and what his client's not going to give. we all know john boehner. john boehner's a deal maker. i didn't -- i liked him personally, but i never trusted him in congress because, you know, he liked making deals. that's what we need right now. the president can only push him so far. or he loses his caucus. and this is not about john boehner kicking and screaming. this is about him knowing what he can deliver. >> i understand that. john boehner has, and eric cantor and a paul ryan problem, he's got to keep them on board as his key guys. he can only go so far. i would guess that they're the ones holding the pen when he wrote, "i will not raise rates" in that letter he sent to president obama. but the problem is, we can agree or disagree with the president's position. i honestly take the president at his word. i do not believe there will be a deal here without some increase in tax rates for the top 2%. it doesn't have to be all of it, but some of it. i think the president has changed his tune a bit from the way he's handled some of these other negotiations. and take everything

the republicans leaders like speaker of the house john boehner were able to put off making a counter proposal to the president's offer until today. crossing the red line on the talks by rejecting the demind that the republicans accept a hike in the marginal tax rate for those with income over a quarter million dollars a year. my view? obviously i agree with the white house on the substance and as i have said before, their hand gets stronger over time. but sometimes a new idea can change the dynamic. here is an idea that has been around for a long time, supported by james tobin way back and pushed by ralph nadar in a "washington post" op-ed this weekend. impose a tax on financial transactions. it will give us up to $100 billion a year, fail on a sector that has generateed enormous unwarranted profits for very few but benefited from huge bailouts the regulatory help but by and large escaped responsibility for their role in the financial cataclysm we're still struggling with. with me, dan gross author of "better, strong, faster." and brian beutler and eric bates. what's your take on this? how se

. the republicans have their plan, and it's great news for the rich. speaker john boehner just put it out. those at the top, the 2%, are safe. your bush tax cuts are going to keep on giving. one problem, mr. boehner, you lost. that was your position before the election, and you lost. mitt romney campaigned on keeping the tax cuts for the wealthy, and he lost. and he promised to do what john boehner is doing right now, and he lost. how about some respect for the electorate? how about seeing what the 2012 presidential debate was about? obama championed tax fairness and won. republicans championed protecting that 2%, ignoring the 47% he talked about, and they lost. today boehner said he's willing to raise revenues by the same amount he agreed to back in august of 2011, the last time they had this fight. again, he's willing to act like the election never happened. no wonder. again, he lost. joining me is joy reid of the grio and howard fineman of the "huffington post." joy, you're chuckling because it is weirdly true. it's almost like groundhog day, this guy, boehner, he's not a bad guy, but he's op

to john boehner is, let's go over the cliff. that we can live with the sequester and we absolutely will not raise tax rates no matter what. what that does is eliminate all of the tax cuts and then there's a new fight in january to push obviously by the democrats to restore tax cuts for 98% of americans. and then that will be muddied by the need for a debt ceiling increase and the fight goes in to february. it's government at the brink all the time. we don't know how the markets and the credit rating agencies will react. probably be bad ybut i think that's what you hear conservatives saying. >> erin, so far wall street for the most part reacting in a calm fashion. we know that could go out the window. no one knows what could happen and how long it would take for us to fall in to a recession. but with that said, our first read team points out you have to know when to hold 'em, when to fold 'em. the song, i'm a texan. he's a texan. did we see this coming all along to see a split dealing with the tax cuts first and then kicking the can as you heard congressman yarmuth say down the road

. the president has said here is what i'm offering. listening to those clips of john boehner and listening to the congresswoman, all of those talking points sound very familiar. they sound a lot like the arguments that mitt romney was making during the campaign that americans roundly rejected. for them to cling to that rhetoric doesn't make sense. they've had time to make their case and they're losing american people. the president has been very firm from the beginning, he's been very consistent across the board with members of congress, the business community, progressive leaders, you name it, all the different folks he's brought in to talk about this, he's been very consistent. he's not playing a game and i think you got a taste of that yesterday in his remarks to the business roundtable. he's not kidding. he's put some serious things on the table, he's put his plans out there, it's balanced, there's spending, he's willing to make a deal but he is not willing to have any kind of conversation that does not include raising rates and he's unwilling to put raising the debt ceiling in as part
